I don't cross over to low sec at all! If the route goes below 0.5 I'm not interested I don't care how much cheaper the part is. I use to run down in 0.0 with the corp I was with after a few months, not that I could do anything to tharwt an attack or even really attack everyone in lower sec will always have more skill points the longer they have played, it's not even pvp really just stupidy why bother! Its a percentage game It will take a year before you can even really pvp, I joined a new corp with newer players I tell not to go below 0.5, your going to going to get poned, you have to be baby sat while you wait for the skills to grow to be below 0.5. The one guy in the corp would not listen went below 5 times and lost 5 ships than went and joined them because they agreed to baby sit him. I think they called it showing the ropes.
Yet we will not see pirates up in high sec doing pvp because of the pone police. well if you call attacking defenceless ships pvp? They want the carebears to risk everything, while they risk next to nothing, living the life of a well groomed ally cat lol
It's a choice to live below 0.5 there's ton's of people down there to play with in 0.0 tons of space down there to play in. Why can't pirates play as a pirate in low sec? sounds like people want the ole cheap easy system back, rather than re-defining there game role, they don't want to reorganize themselves. They want the games mechanics to do it for them, same for the ships you need to re-address the fitting and the roles in which they play.
Mechanics are a funny thing when you start changing them. I imagine everyone playing has some sort of wish list. What is the reward for people to come into low-sec, really? The moment you put a reward out in lower sec the moment it will be camped, simular to gate camping or just simply being ganked would be the reward for going to low sec for a reward that you never get to keep lol.
I could see more NPC content missions in low sec region for pirates if its lacking, story line content, content which enables one to travel through high sec say in a stolen police cruiser, fake travel passes, false identies, the abilty to bribe, kidnapping, muder plots to change power, stabatur of gates, police crusiers, casino's, betting. holding hostage to pos's starbases. Almost makes me want to become a pirate  The only thing I've seen is cheap tacts and cheap scams = cheap pirates Pirates should be adventure daring cunning and smooth.
